David L. LaPorte  provides our clients with over 25 years of experience with the trucking industry. He has evaluated the safety management practices of hundreds of motor carriers.  Mr. LaPorte regularly represents trucking companies in administrative proceedings before the USDOT & FMCSA.

Professional History

Prior to practicing law Mr. LaPorte was employed by the Federal Highway Administration Office of Motor Carriers, the predecessor to the FMCSA.  There he worked with the trucking industry on a host of regulatory issues, including the then newly implemented Alcohol & Drug Testing Regulations.  Articles written by Mr. LaPorte, "The Conflict and Interaction of the Americans with Disabilities Act with the Omnibus Transportation Employee Testing Act & Two Modest Proposals to Achieve Greater Synchrony" appeared in the Winter, 1996 edition of the DePaul Law Review.

Jeffrey D. Clark  provides our clients with over 33 years of experience in the transportation   industry. Throughout Mr. Clark's lengthy career he has been involved with the hiring, training, evaluation, and management of commercial motor vehicle drivers.  

Mr. Clark consults with hundreds of motor carriers to improve their safety management practices & regulatory compliance, assisting them in reducing accidents & CSA scores.  Mr. Clark is frequently contracted to provide expert witness services in truck accident litigation.   

Professional History

In addition to serving as CTSE's Director of Training, Mr. Clark is managing partner at Eagle Training Services, a CDL training school entry-level drivers.  Mr. Clark is responsible for aspects of the operation, including curriculum development and ensuring compliance with state licensing requirements.  Eagle Training Services partners with several community and technical colleges to provide entry-level CDL driver training. Mr. Clark attended Lansing Michigan Community College, Michigan State University, and Eastern Illinois University.  He is a licensed CDL instructor by the Sate of Illinois, and also holds a valid Commercial Drivers License.

Mitchell J. Falat II  benefits CTSE clients by providing over 28 years of industry experience.    Mr. Falat is a Graduate of the University of Illinois-Champaign where he studied Civil Administration & Police Science.  Mr. Falat is also a Graduate of Northwestern University Center of Public Safety-Evanston, IL.,  where he studied Accident Investigation & Reconstruction. Mr. Falat is a State of Illinois Certified Commercial Motor Vehicle Safety Inspector & State of Illinois Certified Accident Investigator.   Mr. Falat is also an ASE Certified Heavy-Duty Truck Technician and holds a technical degree in Automotive & Diesel Technology from the Universal Technical Institute and holds a valid Illinois CDL. 

Professional History

  Mr. Falat has an extensive law enforcement background where he provided over 10 years service in the State of Illinois as an Accident Investigator and Truck Enforcement Officer. Mr. Falat has all encompassing experience in Transportation Compliance & Management, including Safety Director and V.P Operations positions for large flatbed, heavy-haul, aggregate, & waste management  motor carriers. Mr. Falat is a Certified Director of Safety/Transportation Management, receiving his CDS Credentials through Harper College.

Ines Ribic provides over 10 years DOT safety & compliance experience to our CTSE clients!  Ines has an extensive transportation background encompassing a multitude of industry positions, including Transportation Operations,  Safety Manager, and Safety Director Rolls for large motor carriers.

Ines is multi-lingual, fluently speaking Bosnian, Croatian, and Serbian .  Ines also  provides CDL classroom instruction to new CDL students and refresher CDL driver courses, she also holds a current Class "A" CDL!!!  From mock audit scenarios to live FMCSA Motor Carrier Investigations and best safety management practices, our clients trust in Ines' proven track record and experience.
